Typical price of de-restricting DiTec 50

Looks like this job is over my head. I have a 2003 Ditec 50, and it's too slow.

I barely make 30 mph.

Anyone have an idea what is a reasonable price for a dealer to charge to remove the restrictor and upgrade the bike? I realize the dealer may have to notify the DMV, but 30 is just way too slow. It's not really safe.
